Export Control Training

  What is Export Control Training?

One of the most important responsibilities of a researcher is to be familiar with federal export control laws and regulations (collectively referred to as "export controls") that may apply to certain research programs and activities. Compliance with export controls is not only a legal requirement for individual researchers, but also their institutions. The onus to understand and comply with export controls is on both the university as well as the researcher. Individuals and institutions violating federal law and applicable regulations governing the conduct of export-controlled activities and exports are subject to civil and criminal penalties that can include fines, jail terms, suspensions, denial of export or research privileges, and debarment from government contracting. A UCF primer on export controls can be found here.  A sample self-test can be found here.

Training Requirement

The UCF Export Control Policy 4-209 requires instruction in the export control compliance for certain individuals participating in research activities subject to federal export control laws and regulations.

Online Training

The Collaborative Institutional Training Initiative (CITI) provides several export control specific online courses.  Completing the export control courses takes about 3 to 4 hours and fulfils the Export Control Policy 4-209 annual training requirement for one calendar year.  Annual training may also be fulfilled by attending the “Export Control Training for Researchers: Technology Control and Operational Security” workshop, or other official Officer of Export Controls Compliance (ECC) training event.

Instructions for creating a CITI Training account can be found here.
